Meeting on the status, problems and prospects of the development of palliative care in Ukraine

On October 11 of this year under the leadership of the Vice-Prime Minister of Ukraine K.I. Hryshchenko, a meeting was held on the basis of the Kyiv City Clinical Oncology Center on the state, problems and prospects of the development of palliative care in Ukraine, with the participation of:

  • Deputy Minister of Health of Ukraine, R.M. Bogacheva,
  • Director of the Department of Health Protection of the Executive Body of the Kyiv City Council (Kyiv City State Administration), V.A. Mokharev,
  • Chairman of the Board of the All-Ukrainian Public Organization "Ukrainian League for Promotion of Development of Palliative and Hospice Care", V.M. Knyazevich,
  • Head of the State Service of Ukraine for Medicinal Products, O.S. Solovyov,
  • Head of the Office for Combating Illegal Drug Trafficking of the Ministry of Internal Affairs of Ukraine, O.M. school,
  • Acting The head of the State Drug Control Service of Ukraine, V. S. Hoshovskyi, the Director of the "Public Health" program of the International Renaissance Foundation, V. Tymoshevskaya,
  • the heads of regional medical institutions and a number of public organizations.

The meeting was opened by the Vice-Prime Minister of Ukraine K.I. Hryshchenko, who emphasized the importance of the issue of palliative medicine, which should be an integral integrated component of medical care and social care, in accordance with modern international approaches, and also called for a joint solution to issues of palliative and hospice care, as bodies of the representative and executive branches of government, and public organizations. The Vice-Prime Minister of Ukraine also noted that more than 60 events have already taken place within the framework of the week of palliative and hospice care in Ukraine. The NGO "Ukrainian League for the Development of Palliative and Hospice Care" and the MF "Revival" took an active part in them.

The floor for the Information "On the state, problems and prospects of the development of palliative care in Ukraine" was given to the Chairman of the Board of the NGO "Ukrainian League of Promotion of the Development of Palliative and Hospice Care", V.M. Knyazevich, who informed about the situation that has developed in Ukraine in the issue of palliative care and the problems that must be solved in the first place, namely:

  • the need to implement the Resolution of the First National Congress on palliative care, in particular in terms of the creation of a permanent interdepartmental Coordination Council for the development of the palliative care system in Ukraine under the Cabinet of Ministers of Ukraine with the participation of: the Ministry of Health of Ukraine, the Ministry of Social Policy of Ukraine, the National Academy of Medicine of Sciences, the State Drug Control Service of Ukraine, the Ministry of Economic Development and Trade of Ukraine, the Ministry of Justice of Ukraine, the Ministry of Finance of Ukraine, the Ukrainian League for the Development of Palliative and Hospice Care, representatives of churches, religious and other public organizations;
  • taking the National Strategy for the Development of Palliative Care in Ukraine, which was adopted at the First National Congress on Palliative Care on September 26-27, 2012, as the basis for the development of the State Program of Palliative Care in Ukraine.

Head of the League Board V.M. Knyazevich, on behalf of the scientific and practical conference with international participation "Implementation of palliative care standards", which took place in Ivano-Frankivsk on September 26-27, 2013, expressed his gratitude to the Deputy Prime Minister of Ukraine K.I. Hryshchenko, Head of the State Drug Control Service V.A. Tymoshenko, the Ministry of Health of Ukraine and other departments for the settlement at the state level of the most important problem - access to anesthesia for seriously ill patients, adoption of the Cabinet of Ministers of Ukraine Resolution No. 333 of 05/13/2013 regarding the registration and production of tablet morphine.

At the same time, the speaker noted that the situation with the use of tablet morphine in Ukraine, unfortunately, has not improved due to the inconsistency of the legislative framework. V.M. During his speech, Knyazevich made proposals regarding: changes to the Cabinet of Ministers of Ukraine resolution No. 589 of 06/03/2009, and the need to cancel the order of the Ministry of Health of Ukraine No. 11 of 01/21/2010 and adopt it in a new version.
To solve this issue, V.M. emphasized. Knyazevich, it is necessary:

  • to initiate the work of a working group under the Ministry of Health of Ukraine, to study the need and to provide funds in the State budget for the purchase of tablet morphine in all regions of Ukraine;
  • The Ministry of Health of Ukraine should develop criteria for identifying a palliative patient to eliminate misunderstandings, both on the part of doctors and law enforcement agencies.

It was also suggested that the Ministry of Health of Ukraine, together with the Ministry of Education and Science of Ukraine, develop and approve curricula for the diploma and post-diploma training of doctors and junior medical specialties in the field of palliative care, to include in the plans for the training of specialists in medical educational institutions a mandatory palliative care course.

In her speech, the chief doctor of the Kherson regional hospital "Hospice", I.M. Chumlai. The chief doctor of the "Cherkasy Regional Oncology Dispensary" of the Cherkasy Regional Council, V.V., decided to settle the issue of using blister packs. Paramonov. V. Tymoshevska, director of the "Public Health" program of the International "Renaissance" Foundation, emphasized the issue of pharmacy licensing.

On other problems of palliative and hospice care, interaction between departments, licensing of pharmacies, increasing the number of Hospices and bringing the regulatory and legal framework to the needs of today, the following emphasized in their speeches: Head of the State Drug Control Service of Ukraine, V.S. Goshovskyi, Deputy Minister of Health of Ukraine, R.M. Bogachev, head of the Office for Combating Illegal Drug Trafficking of the Ministry of Internal Affairs of Ukraine, O.M.Shkolny, director of the Department of Health Protection of the Executive Body of the Kyiv City Council (Kyiv City State Administration), V.A. Mohorev and other meeting participants.

The results of the meeting were summarized by the Vice-Prime Minister of Ukraine K.I. Hryshchenko. According to the results of the meeting, relevant instructions were given to a number of ministries and departments of Ukraine.
