Implemented Projects

Since the beginning of our establishment, we have managed to implement a number of projects and achieve certain successes in the field of promoting the development of palliative care in Ukraine.

Detailed information about the activities of the League in 2011-2012:

Projects, areas of activity of the League in 2011

I. Contributing to the improvement of the legal framework in the field of palliative care

  • advocacy for the registration and production of tableted morphine in Ukraine;
  • advocacy for the adoption of the Order of the Ministry of Health regarding the development of palliative care in Ukraine;
  • advocacy for the adoption of the Resolution of the CMU on the circulation of narcotic, psychotropic drugs and precursors in health care institutions.

Main achievements in this area:

  • Order of the Ministry of Health of Ukraine dated January 21, 2013 No. 41 "On the organization of palliative care in Ukraine" (Procedure for providing palliative care): http://www.minjust.gov.ua/news/42931. Registration with the Ministry of Justice on February 7, 2013.

II. Preparation of requests and appeals : to the President and Prime Minister of Ukraine with a request to contribute to the work on improving access to adequate pain relief for palliative patients (March 2011); to rectors and directors of educational medical institutions regarding the need to implement training courses on palliative care in their institutions;

III. Conducting a number of charity actions to raise funds for the needs of hospices and palliative patients, in particular:

  • Charity evening on the occasion of the World Day of Palliative Care (October, 2011, the collected funds were transferred in equal parts to three hospices: in the cities of Dubno, Kherson and Kyiv (MKL #2);
  • Campaign "Get a gingerbread from the assistants of St. Nicholas - help palliative patients" (December 2011, the collected funds were transferred to patients of the palliative department of Hospital No. 10 in Kyiv).

Projects, areas of activity of the League in 2012

I. Preparation and holding with the grant support of the International Foundation "Renaissance" of the First National Congress on palliative care (September 26-27, 2012) , which was included in the list of events of the Ministry of Health of Ukraine (Information letter No. 29-k-2012 , approved by the Ukrainian Center for Scientific Medical Information and the Patent and Licensing Service of the Ministry of Health of Ukraine). About 300 participants took part in the work of the Congress, in particular, foreign partners from Austria, Italy, Belgium, Poland, Russia, Belarus, and the USA. As a result of the event, a Resolution was adopted on the development of palliative care in Ukraine, which was sent to the Administration of the President of Ukraine, the Cabinet of Ministers of Ukraine, and the Verkhovna Rada of Ukraine.

Results of the event:

  • A Resolution on the development of palliative care in Ukraine was adopted , which was sent to the Administration of the President of Ukraine, the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine and other relevant state authorities;
  • The Strategy for the Development of Palliative Care in Ukraine for 2013-2022 has been developed;
  • The results of the all-Ukrainian research on the assessment of palliative care needs are presented;
  • The first issue of the Information Bulletin "Palliative Care" was published ;
  • The collection of theses of the participants of the Congress was published.

II. Conducting educational seminars and conferences

  • seminar on " Prospects of providing palliative care to children in Kyiv ". The seminar was attended by representatives of the Department of Organization of Medical Assistance for Children of the Department of Maternal and Childhood Health of the Ministry of Health of Ukraine, the management of the health care department of the KMDA, pediatricians of various specialties from children's health care institutions in Kyiv, medical workers from health care institutions in Kyiv. of Kyiv, providing palliative care. The experience of organizing and providing palliative care to children was shared by the General Director of the St. Petersburg Children's Hospice Archpriest Oleksandr Tkachenko and Deputy General Director for Medical Affairs Iryna Gimova. ( October 12, 2012 at the Children's Hospital No. 2 in Kyiv).
  • seminar on " Organization of palliative care system in Germany ". The training was conducted by the Executive Director of the Bavarian Hospice and Palliative Care Association, the Executive Director of the Bavarian Palliative and Hospice Care Association, the Chairman of the Board of the German Palliative and Hospice Care Association, Dr. Rösch. The event was attended by heads of public social protection and health care departments in Kyiv. The result of the meeting was the signing of a protocol of intent on further cooperation in the field of palliative and hospice care between the League and the Bavarian Hospice and Palliative Association. (October 25, 2012, on the basis of the Ukrainian Medical Center for the Rehabilitation of Children with Organic Damage to the Nervous System of the Ministry of Health of Ukraine).
  • interfaith conference with international participation for representatives of the clergy: "The role of churches and religious organizations in the development and provision of palliative care." The world experience of the development of care for the terminally ill was shared with the participants of the conference by a specially invited guest from Italy, professor of the International Theological Institute for Pastoral Care in Health Care (Rome), Father Arnaldo Pangrazzi, who, in addition to the lecture on "Integral treatment of the person and spiritual and psychological counseling in palliative care", read the Enneagram course to the participants of the event. The result of the conference was the signing of the Agreement on cooperation in the development of palliative care in Ukraine between the League and Churches and religious organizations (January 30-31-February 1, 2012).

III. Creation with the participation of the League of the documentary film "A step beyond the horizon" , which describes three stories of patients with incurable diseases .

IV. The organization of an official public and political event dedicated to the celebration of the World Day of Palliative Care , which took place under the auspices of the Mayor of Kyiv in the Colonnade Hall of the Kyiv City State Administration. Representatives of medical, scientific, educational circles, famous artists, politicians, public figures, representatives of the clergy and mass media were invited to the event. (October 11, 2012).

Results of the event: by order of the Chairman of the KMDA, additional funds were allocated to motivate the work of employees of palliative care institutions in Kyiv - wages were increased by 50% and a monthly bonus was added, which significantly increased the interest of staff in the work of providing palliative care.

VI. Holding a charity event in support of the palliative department of the Kyiv City Clinical Hospital No. 2 as part of the celebration of the World Day of Palliative Care. Trees and flowers were planted on the territory of the hospital, benches were installed, and volunteers involved in the campaign collected funds for the needs of the department at the local market. The event was held with the financial support of the "Renaissance" MF. (October 13, 2012).

VII. Establishment of international cooperation.Within the framework of the "Polish aid" program, a group of experts from the NGO "Ukrainian League for the Development of Palliative and Hospice Care" visited palliative care facilities in Poland, Germany and Italy. Ukrainian specialists got acquainted with the European experience of the palliative and hospice care organization system, visited a number of institutions, including: St. Lazarus Hospice in Krakow, St. Krysztof Oncology Hospice and Caritas Medical and Social Institution in Warsaw, Caritas Center for the Elderly age in Munich, hospice and interdisciplinary department of palliative care in Landshut, Bavaria, Hospice Germogli of the Antea association in Italy. Currently, a group of League experts is working on finding a suitable model for Ukraine that would meet world standards.
