Resolution of the seminar-meeting "The state and prospects of the development of palliative medical care and social services for palliative care in Ukraine, based on the example of Kyiv" 12/20/2019, Kyiv

On December 20, 2019, a seminar-meeting "State and prospects for the development of palliative care services" was held in Kyiv on the initiative of the NGO "Ukrainian League for the Development of Palliative and Hospice Care" with the support of the Ministry of Health, the Kyiv City State Administration, and the National Health Service of Ukraine of medical care and social services for palliative care in Ukraine, on the example of the city of Kyiv". The purpose of the seminar-meeting was to study the experience of creating a palliative and hospice care service for the population of Kyiv, to discuss the urgent issues of the development of this type of medical and social care in Ukraine, the state of preparation of the basic order of the Ministry of Health of Ukraine regarding the development of palliative care, the situation with the transition of health care institutions , which became communal enterprises, with funding from the National Health Service of Ukraine,

The development of palliative and hospice care is a direction of activity of health care and social protection of the population, by which in today's world the civilization of a particular state and the humanity of society in general are evaluated. Palliative medicine, as a component of social and medical care at this stage of development, needs a certain arrangement of its achievements and their evaluation for consolidation and further development.

The participants of the seminar-meeting decided:

  1. To state that the experience of developing palliative and hospice care in the city of Kyiv in recent years can be considered exemplary for distribution in other administrative territories of Ukraine.
  2. Due to the lack of building codes and rules for the construction of centers/departments of palliative and hospice care for adults and children, the Ministry of Health of Ukraine and the Ministry of Infrastructure of Ukraine will study the experience of construction and reconstruction of such centers/departments in Kyiv and propose a corresponding regulatory act for the regions of Ukraine.
  3. To welcome the formation of the inter-factional association "For a dignified life of palliative patients" in the Verkhovna Rada of Ukraine and to support its activities in every possible way to accelerate the resolution of the problems of palliative and hospice care in Ukraine.
  4. To approve in general the draft Order of the Ministry of Health of Ukraine "On the development of palliative and hospice care" and to ask the Ministry of Health of Ukraine to speed up its adoption.
  5. To recommend the Ministry of Health of Ukraine to hold a collegium with the invitation of the leadership of regional councils and state administrations on the development of palliative and hospice care.
  6. To consider the activities of the Ministry of Health of Ukraine, regional councils on the development of a network of pharmacies licensed to sell narcotic and psychotropic medicinal products, absolutely insufficient.
  7. Apply to the Ministry of Health of Ukraine with a request to hold a panel on solving nursing problems (The role and place of nursing in health care), especially in the system of palliative care, the creation of hospitals, nursing departments, medical and social centers, etc.
  8. Contact the Ministry of Social Policy of Ukraine and the Ministry of Health of Ukraine to resolve the following issues:
    a) development and approval of state standards for the provision of medical and social services to palliative patients;
    b) first of all, solving the issue of creating rental centers/points of means of rehabilitation for the care of palliative and hospice patients in institutions of the social protection system of the population;
    c) regulatory and legal regulation of the implementation of an integrated approach during the creation, operation and development of institutions and institutions of palliative and hospice care, the order of coordination and interaction of various departments in the provision of palliative care to the population;
    d) creation of hospitals, nursing care, medical and social centers;
    e) implementation of a package of social protection measures for employees who serve palliative patients, including salary increases, preferential retirement years, introduction of additional leave, sanatorium-resort rehabilitation and an increased rate for family doctors for providing palliative and hospice care at home, etc.;
    g) introduction of a system of training and certification of personnel involved in the provision of palliative and hospice care and social services for palliative care.
  9. Contact the Ministry of Health of Ukraine and the National Health Service of Ukraine with a proposal to resolve the issue of financing palliative and hospice care on a free basis, first of all, free provision of narcotic and other pain-relieving drugs for palliative patients with chronic pain syndrome.
  10. Address the heads of regional councils, city councils and the city of Kyiv, state administrations with a request to accept regional programs to support the development of palliative and hospice care in the regions with appropriate funding.
  11. To consider one of the most important tasks of the NGO "Ukrainian League for the Development of Palliative and Hospice Care" is to introduce a patient-oriented humanitarian approach to palliative patients and to improve the level of public access to effective palliative and hospice pain relief at all levels of medical care.
  12. To recommend the leaders of the regional and Kyiv city separate divisions of the NGO "Ukrainian League for the Development of Palliative and Hospice Care" to initiate the development and approval of regional programs for the development of palliative care for 2020-2025 in local self-government bodies.
  13. To initiate a petition before the Ministry of Health of Ukraine regarding the consideration of the issue of inclusion in the list of specialties of doctors and junior medical specialists of the specialty "Palliative medicine".
  14. To appeal to the Verkhovna Rada of Ukraine, together with the All-Ukrainian Council of Churches and Religious Organizations, to consider the issue and the possibility of adopting a law on chaplaincy in the medical and social sphere, taking into account interfaith relations, to ensure the right of citizens to free religion.
  15. To create the organizing committee of the Third National Congress on palliative care by January 15, 2020, to work out proposals for the strategic directions of the work of the Congress and the draft program.
  16. The Third National Congress on Palliative Care will be held in October 2020.
  17. Control over the implementation of this resolution shall be entrusted to the League Board.
