Medical reforms were presented to the heads of district state administrations

Vasyl Lazoryshinets, the First Deputy Minister of Health of Ukraine, told the heads of district state administrations from different parts of Ukraine the main principles of the future reform of the health care system.

The event was held at the National Academy of Public Administration under the President of Ukraine in the format of a round table on the topic "State policy in the field of health care in modern conditions." Vasyl Lazoryshinets, in particular, demonstrated in the presentation how the optimization and modernization of the hospital network, the creation of a single three-level system of providing medical care, the formation of hospital districts and the introduction of insurance medicine will take place. Managers were particularly interested in the issue of privatization of medical institutions and the issue of financing the industry in the context of future decentralization.

"If starting the reform, it is necessary first of all to find out the opinion of the society and the opinion of the medical community, how they want to see the health care system. After analyzing the current state of the industry and the experience of the pilot regions, you can start moving forward. But I am convinced that the family doctor should be the main active person in the provision of medical care," emphasized Vasyl Lazoryshinets. As world experience shows, 80% of medical care should be provided at the level of family doctors. At the same time, the institute of family doctor in Ukraine has not yet been formed and the training of the relevant staff is ongoing. The heads of district state administrations raised the issue of financing the primary sector, the needs of which must be determined locally.

Vasyl Knyazevich, head of the department of public health protection management of the National Academy of Public Administration under the President of Ukraine, in his turn noted that the effectiveness of the implementation of the reform will depend on the local authorities, which should not be imposed from the center, but adapted to needs and opportunities locally community

Administrative organization of power in districts is the most acute issue of local government representatives. This problem was voiced by the participants of the round table, outlining it as one that significantly complicates the interaction of regional leaders in the medical field. In order for local authorities not to be left alone with future problems, the participants of the event decided to regularly involve the leadership of the Ministry of Health of Ukraine to agree on problematic issues in the field of reforming the health care system.
