How to get a prescription for pain medication

The Department of Pharmaceutical Activities of the Ministry of Health of Ukraine informs that in accordance with paragraph 4.1 of the "Procedure for the circulation of narcotic drugs, psychotropic substances and precursors in health care institutions of Ukraine", doctors of health care institutions, regardless of the forms of ownership and subordination according to the types of medical practice, to which was issued a license by the Ministry of Health of Ukraine, and according to medical positions, in the presence of relevant medical indications, they are required to write prescriptions to patients for the right to receive a medicinal product containing a narcotic agent, a psychotropic substance or a precursor in its pure form or mixed with indifferent substances, on a special prescription form No. 3 (f-3).

No other licenses are required for prescribing medicinal products on the f-3 form. Prescription f-3 can be prescribed for all forms of release (tablets, ampoules, solutions, etc.) of narcotic (psychotropic) medicinal products registered in Ukraine (including Morphine hydrochloride in ampoules). Prescription f-3 is additionally signed by the head of the health care institution or by his deputy for medical work (and in their absence - by the signature of the head of the department of this institution, who is responsible for prescribing narcotic (psychotropic) medicinal products) and is certified by the seal of the business entity that carries out activities related to medical practice. Prescriptions for medicinal products issued on prescription forms f-3 are valid for ten days from the date of issue.

Dispensing of narcotic (psychotropic) medicinal products is carried out from pharmacies that have a license to carry out economic activities in the circulation of narcotic drugs, psychotropic substances and precursors issued by the State Drug Control Service of Ukraine (in accordance with the Resolution of the Cabinet of Ministers of Ukraine of 14.11.2000 No. 1698 "On approval of the list of licensing bodies ").

Please note that the order of the Ministry of Health of Ukraine dated 15.03.2013 No. 203 made changes to the order of the Ministry of Health of Ukraine dated 19.07.2005 No. 360 "On the approval of the Rules for prescribing prescriptions and requirements-orders for medicinal products and medical products", "The procedure for dispensing medicinal products and medical products from pharmacies and their structural units", " Instructions on the procedure for storage, accounting and destruction of prescription forms and requirements-orders", which:

• when providing palliative care to a patient, doctors, including those who are entitled to free benefits and health insurance, are allowed to prescribe on one prescription form medicinal products in the amount provided for a fifteen-day course of treatment and it is allowed to prescribe medicinal products in one prescription in a larger quantity than that indicated in the table of clause 1.22 of the "Rules issuing prescriptions and requirements-orders for medicinal products and medical products";
• the maximum allowable quantity for dispensing is defined as one prescription of the drug Morphine, 5 mg tablets;
• extended the term of the special prescription form f-3 from five to ten days;
• the norm regarding the need to dispense narcotic (psychotropic) medicinal products prescribed on special prescription forms ф-3, only from pharmacies and pharmacy warehouses (bases) that are located in the same administrative-territorial unit (city, district, region) with a medical and preventive institution, to which an order is attached for this purpose, is excluded the relevant department of health protection and local state administrations.

Thus, according to the f-3 prescription issued in one administrative-territorial unit (city, district, oblast), it is possible to purchase a medicinal product in another administrative-territorial unit (city, district, oblast).
